Before concentrating primarily on ONCAD™, Dr. Penn served as adjunct professor of mathematics and electrical engineering at the George Washington University.

Dr. Penn was principal investigator on a number of grants from the National Cancer Institute (NCI), including the initial phase (R43CA74605) as well as Phase II (R44CA74605) of Fractal-Dimension Features for MRI Breast-Mass Analysis; Statistical Surface Fractal Analyzer of Breast Cancer, Phase I (R43CA85101) and Phase II (R44CA85101); Fractal Features for Diagnosing Mammographic Masses (R43CA78108); and Fractal Algorithms for Compressing Chest-Imaging Data (R43CA64080). He was also principal investigator of the Small Business Innovation Research (SBIR) grants from NCI, which supported research and development of the ONCAD™ system.

Dr. Penn's articles have been published in IEEE Transactions on Medical Imaging and Academic Radiology and presented at several medical conferences, including those of the Radiological Society of North America (RSNA) and the International Society of Magnetic Resonance in Medicine (ISMRM).
